Putin signed a law approving the federal budget for 2025-2027

President of Russia Vladimir Putin signed a law approving the country’s federal budget for 2025 and the planning period 2026-2027. Document was posted on the portal for the official publication of legal acts.

The text states that in 2025, budget revenues will be 40.296 trillion rubles, and expenses will be 41.469 trillion. In 2026, revenues should increase to 41.841 trillion rubles, in 2027 – to 43.154 trillion. Expenses – up to 44.022 trillion and 45.915 trillion rubles, respectively.

As emphasized, the budget deficit next year will be 0.5 percent of GDP, in 2026 – 0.9 percent of GDP, and in 2027 – 1.1 percent of GDP. The main source of financing the budget deficit will be domestic government borrowing.

It is specified that the upper limit of internal Russian public debt at the beginning of 2026 will be 29.386 trillion rubles, external – 61.1 billion dollars (55.5 billion euros); at the beginning of 2027 – 34.046 trillion rubles and 59.2 billion dollars (53.4 billion euros), respectively.

The document says that important priorities of the federal budget in the three-year period are the fulfillment by the state of social obligations to citizens, ensuring the security and defense of the country, achieving technological sovereignty and infrastructure development. The document also assumes that from 2025, state-owned companies will have to pay to the federal budget 50 percent of the market value of the assets transferred to them, seized by the state on the basis of court decisions. The bill was introduced in September simultaneously with the draft three-year budget.
