Carrying out repair work in apartment buildings is strictly regulated by law, and violation of these rules can lead to complaints from neighbors and even fines, warned Alexey Orekhov, an expert on interior decoration and CEO of NATEK, in an interview with RT.

“The time when noisy work is prohibited is directly related to ensuring the peace of citizens and depends on the region of residence, however, general rules apply throughout Russia. In Moscow, repair work is allowed only on weekdays from 09:00 to 19:00. The exception is the mandatory quiet hour from 13:00 to 15:00, which was introduced for the convenience of families with small children and the elderly,” he explained.

According to the expert, on Sundays and official holidays, including New Year holidays, any noisy work is prohibited.

“This rule applies to most types of residential premises, except for new buildings, where, within a year and a half after the completion of the house, repairs are allowed on a more flexible schedule,” said RT’s interlocutor.

In addition, the specialist warned that the New Year holidays are a period when compliance with the rules of silence must be approached with special care.

“The law officially recognizes these days as days off, so drilling into walls or installing suspended ceilings can cause not only irritation to neighbors, but also administrative consequences. People tend to spend this time with their family, enjoying peace, rather than listening to the noise of a drill. The exception is in emergency cases, such as dealing with emergencies such as burst pipes or gas leaks. In such situations, the law allows for the necessary work to be carried out, but it is important to warn neighbors and minimize noise,” Orekhov advised.

He warned that the law on silence regulates not only the time frame, but also the types of work.

“Noisy operations such as drilling into walls or dismantling structures are strictly prohibited at inappropriate times. However, less noisy work, such as wallpapering or painting walls, may be acceptable. However, even in these cases, it is better to discuss your plans with your neighbors in advance to avoid possible conflicts. Particular attention should be paid to the use of common property of the house. Passenger elevators must not be used to transport construction materials or waste, and public corridors and stairwells must not be cluttered with waste. Such violations can lead to complaints from neighbors and additional fines,” said RT’s interlocutor.

An important point that is often forgotten: different regions of Russia have their own laws on silence, and they can differ significantly, Orekhov recalled.

“Therefore, before starting repairs, it is recommended to clarify the current standards in your region,” the expert emphasized.

If repairs are unavoidable, it is important to show respect to your neighbors, the specialist advised.

“Warn them in advance, discuss a convenient time, apologize for any inconvenience. This will help avoid conflicts and maintain good neighborly relations. Remember: even the most extensive renovations are coming to an end, but you still have a long time to live with your neighbors,” he concluded.
