Volodin spoke about the laws coming into force in Russia in December

Chairman of the State Duma Vyacheslav Volodin reminded about laws coming into force in December.

In particular, from December 1 in Russia, participants in a special military operation (SVO) will be released from collecting the enforcement fee. The point is that military personnel who have debts will not pay this fee, which is 7 percent of the amount collected or the amount of property. Those decisions that were made in their relationship before will be canceled. In addition, for some of those who entered into a contract with the Russian Armed Forces since the beginning of winter, and their spouses, overdue loans in the amount of up to 10 million rubles will be written off.

Also, from December 1, the law on licensing the activities of telecom operators will come into force. The requirements for them will include the need to comply with the scheme for passing traffic through technical means of countering threats. Failure to comply will result in the operator’s license being revoked.

A ban on childfree propaganda will come into force

From December 4 in Russia will be prohibited propaganda of refusal of childbearing (childfree) on the Internet, media, films and advertising – for this purpose, changes are being made to six existing laws that provide for the prohibition of propaganda of pedophilia, LGBT (the international public movement LGBT is recognized as extremist and banned in the Russian Federation) and gender reassignment. Fines for such a violation will amount to up to five million rubles. As Volodin stated, the law is aimed “to protect children, families, and traditional values.”

From December 10 to intermediary organizations will be banned participate in exams for migrants. Certificates of Russian language proficiency for foreigners can only be issued by government agencies that are included in a special list.

From December 30, new anti-money laundering measures will come into effect in Russia – when identifying a client and his representative, notaries will be able to require documents required by law. They will be required to report suspicious transactions to Rosfinmonitoring.

Two more laws have already entered into force

From November 23 increased fines for the production or circulation of counterfeit documents for the purpose of organizing illegal migration. Fines for legal entities increased to 60 million rubles. Forgery of stamps, seals or forms and their use are subject to fines of up to 200 thousand.

Also from November 23 introduced a ban on the adoption or guardianship of Russian children by citizens of foreign countries where gender reassignment is permitted. The measure is designed to protect children from potential dangers and attacks on possible gender reassignment, Volodin said.
