Volodin reminded Russians about the laws that come into force in December

In Russia, a number of new laws come into force in December. The speaker reminded the residents of the country about them State Duma Vyacheslav Volodin V Telegram-channel.

From December 1, two legal acts come into force in Russia. The first concerns the exemption of participants in a special military operation (SVO) from the collection of an enforcement fee. The point is that military personnel who have debts will not pay this fee, which is 7 percent of the amount collected or the amount of property. Those decisions that were made in their relationship before will be canceled. In addition, for some of those who entered into a contract with the Russian Armed Forces (AF) since the beginning of winter, and their spouses, overdue loans in the amount of up to 10 million rubles will be written off.

The second document that will come into force on the first day of winter will be the law on licensing the activities of telecom operators. According to the new rules, licensing requirements for telecom operators in Russia are changing – the list will include a requirement to comply with the scheme for passing traffic through technical means of countering threats. Failure to comply will result in the operator’s license being revoked.

In Russia, on December 4, a ban on childfree propaganda will come into force. According to the document, propaganda of renunciation of childbearing on the Internet, media, films and advertising will be prohibited in Russia – for this purpose, changes are being made to six existing laws that provide for the prohibition of propaganda of pedophilia, LGBT (the international LGBT social movement is recognized as extremist and is banned in RF) and gender reassignment. Fines for such a violation will amount to up to five million rubles.

From December 10, intermediary organizations will be prohibited from accepting exams for migrants. Certificates of Russian language proficiency for foreigners can only be issued by government agencies that are included in a special list. From December 30, new anti-money laundering measures will come into effect in Russia – when identifying a client and his representative, notaries will be able to require documents required by law. They will be required to report suspicious transactions to Rosfinmonitoring.

Volodin also recalled two laws that came into force at the end of November – we are talking about increasing liability for falsifying documents for organizing illegal migration in Russia, as well as banning the adoption of children by citizens of countries where gender reassignment is allowed.

Previously, the State Duma accepted in the first reading a bill introducing new restrictions for foreign agents. He assumes introduction of special ruble accounts for payments to foreign agents for the results of intellectual activity. The opening of such an account, as the document suggests, will become mandatory for all foreign agents. Any income from the creative activities of persons recognized by the Ministry of Justice as foreign agents will be credited there. If a person does not open an account on his own, this will have to be done by the person who transfers the fees to him.
